There's a new security force in some high crime neighborhoods. It's a partnership that officers say targets a source of the problem in many crime-ridden areas and apartment complexes.

San Diego Chargers linebacker Shaun Phillips was issued a misdemeanor battery citation after a security guard at a downtown bar told police Phillips hit him in the face, police said today.

Update on CALSAGA sponsored Senate Bill 665

As you may know, Senate Bill 665 authored by Senator Gil Cedillo (D-Los Angeles) and sponsored by CALSAGA was scheduled to be heard this morning in the Senate Labor & Industrial Relations Committee.  In moments leading up to the hearing, the Committee decided that they did not want to address the issue and wanted to leave it for negotiations as part of a subsequent economic stimulus package tied to the budget.

SB 665 would have allowed security officers under a collective bargaining agreement to enter into written accord with their employer on how on-duty meal periods will be handled on the job, provided that these on-duty meal periods are fully compensated by the employer.  It also would have applied to security officers not under a collective bargaining agreement who have a written on-duty meal period agreement with his/her employer, under specified conditions including the right of the employee to revoke the agreement at any time.

Despite today’s outcome, Assembly Bill 1235 authored by Assemblywoman Mary Hayashi (D-Hayward) is scheduled to be heard on Wednesday, May 6 at 1:30 p.m. in the Assembly Labor & Employment Committee.  Next Wednesday also happens to be our 2009 Legislative Day, so if you haven’t already planned on attending, please contact our office today at (916) 930-0552 to confirm your attendance.  Even better, stick around for our PAC reception following our Legislative Day and mingle with fellow members, Capitol staff and elected officials.  Contact our office today and find out how you can get involved!

Clarification on attending May 6-7 events

On April 9 our office distributed information on our upcoming “Days at the Capitol” -- a two-day event focused on advocacy and public relations for CALSAGA, our industry, and our legislative and political goals.  If you haven’t had a chance to review the original memo or would like to review it again, click here. 

We are pleased to report that we have already received a great response from our members.  Some of you have indicated that you’ll be attending all the events, while others are unable to attend but have made a PAC contribution in lieu of their absence.  Whatever your circumstance, it is not too late to get involved! 

For those members planning on attending our Legislative Day on May 6, we want to clarify that we wish for you to attend the scheduled political events (PAC Reception, Maldonado dinner, and Hayashi breakfast) if your company is willing to make a minimum political contribution equivalent to your annual dues.  If needed, we can assist with you on how you should divide up your contributions.

Obviously, we hope for more than the minimum contribution, but we also understand the time and cost already associated with being in Sacramento that week, as well as your overall commitment to CALSAGA over the course of the year.  Bottom line -- we want to make sure you are able to attend these events. 

For company owners, we ask you make a concerted effort to contribute what you can afford.  For executives at larger companies who may need to get contributions approved, please do what you can to communicate in your company how important this week is for CALSAGA and our industry.  Some of you have already done this and we thank you for your leadership.

The security guard shot by robbers in an east Salinas store on Friday remains in an intensive care unit at a Bay Area hospital but is expected to live, officials said today.
The guard, whose name has not been released, was shot at the Corner Market at 497 E. Alisal St. after three men attempted to rob the store.

Follow up to story in Wall Street Journal

As a follow up to the story that ran in the Wall Street Journal (WSJ) earlier this week on how cities are considering hiring armed private security officers, WSJ and PublicCEO.com are reporting today that the City of Oakland has cancelled the contract with International Services, Inc.  International Services has been accused of workers’ compensation fraud, as reported by the Los Angeles Times on April 16.

SB 741 makes it out of Senate Business & Professions Committee

On April 20, Senate Bill 741 authored by Senator Abel Maldonado (R-Santa Maria) and sponsored by the Department of Consumer Affairs passed out of its first committee hearing on an 8-1 vote.  CALSAGA was represented by Legislative Chair Mark Miller from Securitas Security Services and past Legislative Chair Randy Davis from AlliedBarton Security Services – both were on hand to testify in support. 

SB 741 would close a loophole in the Private Security Services Act by extending the Bureau of Security & Investigative Services (BSIS) regulation to employers of proprietary security.  Currently, only proprietary security officers are required to register with BSIS.  This bill would finally give BSIS the enforcement authority they need to curb unlicensed activity, while creating a much-needed point-of-contact for BSIS and proprietary employers. 

Equally important, SB 741 would add another layer of public and consumer protection, while further professionalizing the security industry.

The bill is now tentatively scheduled to go to the Senate Committee on Public Safety.  We will keep you posted on its progress, including when we can anticipate the next hearing.
