On Thursday, September 20, CALSAGA President Mark Miller addressed members of private security industry and local law enforcement on the important role the private security industry plays in California, as part of the 8th Annual Law Enforcement and Private Security Conference (LEAPS).
LEAPS is a partnership between law enforcement and private security to make the city of Los Angeles safer. The theme of this year's conference was, "Public and Private Partnership in the Prevention of Terrorism." Much of the discussion centered around the responsibilities of law enforcement and the private sector in the prevention of terrorism.
Miller gave nearly 400 attendees an overview of CALSAGA and explained how California leads the way in training and background checking of its security officers and how CALSAGA continues to look for ways to further professionalize the industry. Additionally, Miller thanked the Los Angeles Police Department and the Oxnard Police Department for their recent effort to crack down on unlicensed activity in the private security industry.
Los Angeles Mayor Antonio Villaraigosa addressed the audience and applauded local law enforcement agencies and the private security industry for banding together to fight and prevent terrorism and for increasing response capabilities in the event of a future terrorist attack.

Despite an immense effort put forth by our lobbyist, our member companies and staff, it appears that meal and rest break reform will not happen this year. As it turned out, a deal was not able to come together in the limited time left before the end of the legislative session.
The good news is that we made significant progress this year, laying the groundwork for another push beginning in January 2008. As you know, CALSAGA made meal and rest break reform its top legislative priority for 2007 and spent countless of hours meeting with elected officials, industry representatives, Labor and key staff from the Governor's Administration.
Throughout the process, CALSAGA emerged as a major player in the negotiations and we will continue to play that role in further discussions on this issue.
The meal and rest break issue will be a major topic of discussion at the 2007 CALSAGA Annual Conference. In an effort to increase dialogue on the issue, we have confirmed an all-star lineup of speakers to discuss this issue, including Mike Prosio, Deputy Legislative Director for Governor Schwarzenegger, Angela Bradstreet, the newly-appointed Labor Commissioner and Laura Innes, with Simpson, Garrity and Innes.

As reported last week, Senate Bill 666 was voted off the Assembly Floor by a 67-9 vote. If enacted, SB 666 would mandate proprietary security officers (PSOs) to complete a course of initial and ongoing training designed specifically for the type of security and jobsite provided by the PSO. This is different from the 40 hour training requirement that CALSAGA originally sought after, but rather a compromise that was worked out between proprietary security employers, contract security firms and the Legislature.
SB 666 now heads to the Senate for another vote before it makes it to the Governor's desk for his signature or veto. Because we fully anticipate the bill will make it out of the Senate, we ask that you submit a letter to the Governor's office as soon as possible, since time is of the essence.

On September 6, CALSAGA-sponsored legislation, Senate Bill 666 was voted off the Assembly Floor by a 67-9 vote. SB 666 would mandate proprietary security officers to complete the same 40 hour training requirement as contract security officers. Without question, this is very good news as the bill now heads back to the Senate Floor for a vote.
We are hopeful that the bill will make it out of the Senate and to the Governor's desk at which point he will either sign or veto the bill. We will continue to keep you updated on the progress of SB 666 as it works its way through the Legislature and to the Governor. In the coming days, we will ask members to submit support letters to the Governor's office urging him to sign the bill.

As you know, CALSAGA has been working with the Schwarzenegger Adminstration, legislators and industry representatives this year on bringing some resolution to the meal and rest break issue. We are pleased to report that a potential deal which our lobbyists have been negotiating is gaining traction in the Legislature.
Because things are constantly evolving, we are not able to give any specifics at this time, but ask that each of our members be prepared to submit letters to their legislators asking them to support the bill. This request could come as early as this week, and at that time, we would be able to provide the details.
It will be absolutely imperative that we are well organized and ready to fully support this reform package on behalf of our industry.
